Bug 24054: Typo in ClaimReturnedWarningThreshold system preference

Fixed type: cliams -> claims

To test:
1) Apply the patch
2) Go to System preferences > Circulation preferences > ClaimReturnedWarningThreshold
3) Check the text is fixed.
