Bug 10671: Update main help files

This patch updates help files that aren't in any other folder.

To test:

* Visit the main staff page and review the help
* Visit the About page and review the help
* Visit a page without help (which there better not be) and
  review the link to the manual

All links works.
For a page without help, in detailed view of a record, select MARC or ISBD tabs,
no help but good link.
